换取防伪印须交旧印章

从昨日召开的西安市印章治安管理信息系统培训大会上获悉，市公安局确定的76家指定刻印单位将于近期获得许可铜牌，用印单位可按相关流程办理防伪印章。
用印单位在新刻制印章时需提交相关的证明文件和材料。其中，国家机关需提交政府办公厅（室）或编制委员会的“三定”方案批文、介绍信，以及主管领导授权委托书（需亲笔签字）、主管领导身份证复印件、经办人身份证原件及复印件；社会团体需提交民政部门核发的《社团登记证》及批文、单位介绍信，以及法人身份证复印件、经办人身份证原件及复印件；企业需提交有年检记录的《工商营业执照》原件及复印件、单位介绍信，以及法人身份证复印件、经办人身份证原件及复印件、组织机构代码证等；事业单位需提交上级主管部门的批文意见介绍信、法人身份证复印件和经办人身份证原件及复印件。
上述刻印单位将对用印单位提供的申请材料进行初审，通过初审的信息将被及时提交至公安机关的网络等待进一步审批。对于合格的申请，印章刊刻中心将进行芯片写入、封装、印模采集等流程，刻印单位取回印章后与用印单位办理取章手续。对于更换印章的用印单位，取章时必须将旧印章交回。
